A life resident of the North Shore

Richard’s great grandparents emigrated from Tivoli, Italy — a little city just outside of Rome — into the North Shore of Massachusetts. Richard went on to become the first in his family to graduate school, earning his diploma from The American University in Washington, D.C.

A State Legislator with Fireplace and Priorities

Back in 1990, he was elected to the State Senate in an overwhelmingly Democratic district in which Republicans made up just 11 percent of the electorate. His non-partisan strategy to legislating attracted support from several Democratic and Independent Republicans, who re-elected him 10 times. He served as a member of the powerful Ways and Means Committee and also in several of other leadership abilities.

Struggling for Successful Government

Former Governor Paul Cellucci explained Richard as a”principled president and friend” for”struggling to decrease taxes, cut or reform state government” In 2010, Richard led resistance to this sales tax growth and offered more than $1 billion in cost-saving reform steps. Richard also played a significant part in passing Massachusetts Welfare Reform, which turned into a model for the country.

Struggling to Prioritize Government Work for People Who Need It Most

Richard championed the Whistleblower Protection Act, which protects health employees from harassment or retaliation by employers for reporting individual misuse or dangerous working conditions. He sponsored Anti-Bullying Legislation, helped create a State Parks Preservation Trust Fund, and struggled to provide veterans preference for state-owned home.

Struggling for its most Vulnerable

Richard’s dad suffered from ALS and among the three sisters is disabled. Richard’s personal family experience prompted him to work hard from the Massachusetts legislature to advocate for the handicapped, senior citizens, and kids.

Richard’s independently owned, Lynnfield-based property company, Northrup Associates, has become one of the largest independent real estate companies in the North Shore. Besides managing and owning the company, Richard has been a successful Realtor, creating a knack for overcoming obstacles so as to bring sellers and buyers together.

An Extremely Nice Guy

Richard co-owns his property firm with his longtime partner, Bernie Starr. Richard and Bernie were wed in 2013 and spoil their cherished pet, Mooki, in their house in Wakefield.
